    LEVEL:                  Greater Goddess
    PRIMARY RESPONSIBILITY: TFC manager.  Deals with all unresolved policy 
                            issues, either by delegating it to another immortal,
                            or directly, if need be.  Typically responsible for
                            one or more functional areas, such as creating and
                            maintaining TFC game code and area coordination.
    SECONDARY:              Resolves all immortal conflicts.
    SECONDARY:              Makes recommendations on immortal advancement.
    SECONDARY:              Implements policy as need demands.
    SECONDARY:              Confers with Implementors on TFC management issues.
    SECONDARY:              Confers with Implementors on TFC implementation 
                            issues.
    SECONDARY:              Other responsibilites as required to maintain proper 
                            game function.
