The #SPECIALS section of an area file specifies the special functions attached to rooms, mobiles (mobs), and objects.
A #SPECIALS section might look something like this:
#SPECIALS M 3067 spec_guard * Cityguard (vnum 3067) with spec_guard N 1200 spec_act_on_give 20 1 2788 -1 -1 * Spec assigned to mob vnum 1200. When given object of vnum 20, load and give PC object of item 2788, using default description S
