Broker affect

'BROKER AFFECT'
Affect searches for a magical affect of a certain strength (or stronger).
If specified more than once, only the last instance is used. Valid
qualifiers are: str (strength), dex (dexterity), int (intelligence),
wis (wisdom), con (constitution), mana, hit (hitpoints), move (moves), ac
(armor class), hr (hitroll), dam (damage), svs (save vs spell), chr (charisma),
luc (luck), at (anti-theft), wake (wakefulness), blo (blocking), ste
(steadfastness), fam (familiarity), ts (true seeing), obs (obscurity), water
(waterbreathing), health, da (damage absorption), and mr (magic resistance).

For example, LOCATE AFF SVS -3 BID 1000 would start a search for any
item that has a -3 (or less) save vs. spell.
