    LEVEL:                  God
    PRIMARY RESPONSIBILITY: Enforcing TFC policies.  This is the lowest level
                            that should be dealing with non-emergencies that
                            deal with policy, policy interpretation, and policy
                            enforcement.
    SECONDARY:              Responsible for dealing with all unresolved mortal 
                            problems, either directly, by consulting with a
                            Greater God to get the problem taken care of, or
                            by delegating the problem to the appropriate Lesser
                            or Demigod.
    SECONDARY:              Deals with following-related policy issues that can 
                            not be resolved by a lower-level immortal.
    SECONDARY:              Resolves mortal-mortal problems that could not be
                            resolved by lower level immortals.
    SECONDARY:              Moderates immortal-mortal interaction problems, either
                            by resolving the issue, or failing that, referring
                            it to a Greater God for resolution.
    SECONDARY:              Running game-wide quests, as time and interest allows.
